James V. Fabian
Mr. James V. Fabian, CIPMA, Principal, has been with the firm since September 1999. Since joining the firm Mr. Fabian has focused on serving the firm’s City and Redevelopment Agency clients. He has completed over 100 financings for approximately fifty clients totaling $2.1 billion in par size. He has also developed Financial Management Policies, Local Goals and Policies for Land Secured Financings and credit rating presentations for several major cities and redevelopment agencies.
Prior to joining the firm, Mr. Fabian served as a Financial Services manager for the City of Oxnard for more than ten years, where he administered the city’s annual debt service budget, the outstanding debt portfolio, and the city’s land-secured districts. He was also responsible for the administration of the city worker’s compensation plan, liability insurance pool and property management program. Prior to his tenure with Oxnard, he was a budget and management analyst with the Office of Budget and Management Policy of Broward County, Florida. Mr. Fabian has extensive experience with the operational considerations of local government finance.
Mr. Fabian is a Registered Investment Advisor Representative (Series 65) and holds the CIPFA designation as a Certified Independent Professional Municipal Advisor from the National Association of Municipal Advisors. He is a member of California Society of Municipal Finance Officers (CSMFO), California Redevelopment Association (CRA) and Municipal Management Association of Southern California (MMASC).
Mr. Fabian has served as the co-moderator for the CDIAC seminar entitled “The Fundamentals of Land-Secured Financing.” He also has participated in speaker panels at the CSMFO and CRA annual conferences.
Mr. Fabian earned his undergraduate degree (cum laude) in Political Science and his graduate degree in Public Administration (emphasis in local government) from Kent State University.
